Is it possible to make the occurs clause flexible so that it will be able to accumulate any no:of records read from the extrapartition TDQ?.
I believe the problem is not flexibility but rather volume ...

One way to get whay you want is to copy from spool to dataset, then read that dataset and only copy what you want.

As you want negative numbers, i suspect you want SFF (signed) rather than UFF (unsigned)?
