The author of these publications posted them as being freely available on the IBM listserver. I checked out a couple them and found them to be excellent resources. I'm pasting the author's statements from the list server.

Hi,
I just wanted to point out a new technical article available from our website.
No cost or obligation [it is a bit nerdy, though].
From time to time we create course material as part of our research and course
development process that ends up not actually working for the course.
The information is good and interesting but, for some reason or other doesn't
fit into the flow of the course.
Precisely because the content has some general value, we like to make these
materials available for free reference from our website.
A new techie paper is available on our website today:
"Introduction to Unicode". One section discussing the concepts and role of
Unicode in the world of the web - and on the mainframe; a second section
detailing the mappings between the three formats of Unicode, UTF-8, UTF-16, and
UTF-32.
Maybe you know people in your organization who would be interested in this
content, so I'm just asking for you to pass it on.
