Can anyone please advice me the reason when this error is encountered

Stage source member to create new load module.

SYNCH11!

You used a tool other than ChangeMan ZMF to change and replace a component
in a staging library.
Suggested Resolution: Use ChangeMan ZMF to restage the component from
baseline.
