No these are variables defined in JCL. Say I want to get four characters from my userid (&SYSUID) starting from 4th position. If my id is TSO1234, I want to extract 1234 and pass this in PARM field.

There is no SUBSTRING feature in JCL. However, you can pass the variable to REXX exec, and return the desired SUBSTRING.
