It is advised of not using the passwords for the "user Data-sets" - even if you "protect" a data-set with a password, your RACF-admins would need a good justification for that and most of the time they just ignore it and removes (and can delete the DSN also) any password if it's there. There are system-activities, in which such DSNs make unnecessary hurdles. Also, On well-managed systems dataset protection is provided by the security system - so as an end-user you never need it -- zOS and Windows work-differently from this perspective!
