How are you trying to copy? Confused Are you using Repro? Always try to post necessary information, the best would be to post the JCL that is not working.

Here is the JCL I am running. I am trying to enter a blank line to this dataset:

//STEP0010 EXEC PGM=IDCAMS,COND=(0,LT)
//OUTDD1 DD DSN=P00DBA.ZZZ.OMDB2.TESTTEST,
// DISP=(NEW,CATLG,DELETE),
// LIKE=P00DBA.ZZZ.OMDB2.PCSCA021.TRACE
//SYSPRINT DD SYSOUT=*
//SYSIN DD *

/*
//SYSIN DD *
REPRO IFILE(SYSIN) OFILE(OUTDD1) REPLACE

Because it is a linear VSAM dataset, there is a problem getting it initialized when I go to use it.

REPRO IFILE(SYSIN) ???

Why?

SYSIN is the DD name which is used by IDCAMS to read the input control statements.

Try this:
Code:

//STEP1    EXEC PGM=IDCAMS
//SYSIN    DD *
 REPRO IFILE(INDD1) OFILE(OUTDD1) REPLACE
/*
//INDD1   DD *

/*
//OUTDD1 DD DSN=your file...
//SYSPRINT DD SYSOUT=*
