Is there any utility to move all elements from one PDS to other.
eg:
From
Code:
USRID.INPUT
to
Code:
USRID.INPUT.BKUP

Note:The manual
Code:
 s * m
is fine, but it will be good if this is automated.

Look in the IBM UTILITIES manual.

Just click the MANUALS button at the top of the page.

If you want a backup copy of the PDS, a utility (DFSMSdss, FDR, ???) that works at the dataset level rather than member level would probably be more efficient.
