It includes records that have '11' or '22' in positions 501-502. It's a shorter way of writing:

As Shekar already mentioned, if you're not familiar with DFSORT and DFSORT's ICETOOL, it would be a good idea to read through "z/OS DFSORT: Getting Started". It's an excellent tutorial, with lots of examples, that will show you how to use DFSORT, DFSORT's ICETOOL and DFSORT Symbols.
