Is there any way to find out the creation time of the sequential dataset?

SMF records - 61 I believe is when the catalog entry gets created, or 15 which is open for output, but may be for a pre existing dataset.

SMF record are written in system datasets, usually named SYS1.MAN_, and are dumped to tape for historical reporting. You need to ask the systems people where to find the SMF files. Get the file for the date you desire.

The SMF records are described in IBM's "MVS System Management Facility (SMF)" manual.
